Early Life and Education

Sriballav Panigrahi was born into a freedom fighter’s family in Bargaon, Sambalpur District, Orissa. This background instilled in him a deep sense of patriotism and commitment to the people of India. He pursued a Bachelor of Arts and an LLB, equipping him with the skills and knowledge to embark on a career in public service.

Political Career and Organizational Responsibilities

Panigrahi’s political journey began in 1967 when he became the youngest District Congress Committee (DCC) President in Sambalpur. He went on to hold various positions in the Orissa Pradesh Congress Committee (PCC), including General Secretary and Vice President. In addition to his roles in Orissa, Panigrahi has also contributed significantly to the All India Congress Committee (AICC) as a member and observer for elections in several states.

Parliamentary Positions Held

Throughout his career, Panigrahi has been elected to the Orissa Assembly twice and the Lok Sabha thrice. He has served on numerous parliamentary committees, such as the Joint Parliamentary Committee (JPC) on the Securities Scam, the Estimates Committee, and the JPC on the Broadcasting Bill. He has also represented India in international delegations to countries like Sweden and China.

Ministerial Tenure

In 1973, Sriballav Panigrahi became the youngest Cabinet Minister in India, a testament to his capabilities and dedication. Over the years, he has held portfolios in Revenue, Irrigation & Power, Law, Education, Parliamentary Affairs, Food & Civil Supplies, and Commerce.

Trade Union Activities

Panigrahi’s commitment to the welfare of workers is evident through his involvement in trade unions. He has held positions in the Indian National Trade Union Congress (INTUC), Orissa Colliery Mazdoor Sangh (INTUC), and the Indian National Mineworkers Federation. He has also represented INTUC at international conferences in Nepal and Sweden.

Social and Cultural Endeavours

Apart from his political career, Panigrahi has been associated with various educational, social, cultural, and spiritual organizations. He has held leadership roles in organizations such as the New Life Education Trust, Sambalpuri Bhasha Pratishthan, Sri Aurobindo Karma Mandir, and All India Peace and Solidarity Organization (AIPSO). He has also served as a member of the Senate and Syndicate at Sambalpur University and as the editor of Oriya Daily ‘The Hirakhand.’
